Missed Registration Email is not sent where pupil(a) marked as Out of School in that class

If a pupil in the class is marked as Out of School, the teacher does not get the missed registration reminder, even if they have not registered any of the other pupils.

This is a clear oversight as the teacher themself has not registered any pupils, so should receive the missed registration email.

    This is a bug which we are currently investigating a fix for. I will update with the release date once it is confirmed.
